Washington turned the UN into leverage by restricting Brazil's health minister's movements in New York, then raised a tariff cudgel and leaned on Brazil's courts over the conviction of Jair Bolsonaro. This is not policy, it is coercion. The pattern is clear, use visas as pressure, use tariffs as blackmail, and meddle with a partner's justice system to protect a favored strongman. Europe and Latin America should treat this as a single front and respond together.
Either law governs power, or power governs law. If we want the first outcome, we have to act like it.
